JCCP was founded in 1981 to promote friendly relations between Japan and oil and gas producing countries through human exchange and technical cooperation, thereby contributing to securing stable supplies of oil and gas.
At JCCP, we promote human and technical collaboration in oil and natural gas downstream areas such as refining, distribution, and marketing.
As for Human Resource Development Programs, in addition to calling on all eligible engineers and managers from oil and gas producing countries to attend our courses held in Japan, we dispatch Japanese experts to seminars in our counterparts' home countries.
Furthermore, responding to the needs and challenges of oil and gas producing countries, we implement technical cooperation projects on site in those countries in which both parties' engineers develop and introduce new technologies. In projects relating to international cooperation, JCCP offers various types of conferences and researches that help to transfer technologies and techniques to oil and gas producing countries, and strives to create and strengthen relations of trust with enthusiasm.
This is essential, as oil and gas are precious resources that our future generations will inherit, thus, ensuring supply stability is an important problem to face, and we therefore continue to advocate high levels of cooperation from all countries associated with production and consumption.
Since its foundation, JCCP has steadily established close relationships of cooperation with governmental organizations and private companies in the downstream sector of the oil and natural gas industries of producing countries around the world. We will continue to pursue our commitment to strengthening friendships between oil and gas producing countries and Japan, in addition to contributing to the stability of the oil and natural gas supply.

We aim to be the World's foremost NPO in the downstream oil sector by offering exceptional and attractive knowledge based on Japanese experiences together with total hospitality. Through this, we strive to strengthen the ties of mutual trust between oil and gas producing countries and Japan, to create a new value, and for us to become a bridge between parties in the interests of mutual prosperity. JCCP HRD programs support human resource development in oil and gas producing countries by transferring technologies and experience which Japanese oil and engineering industries have accumulated through management and operation of business in the oil downstream sector.

by a team of JCCP lecturers and specialists from related Japanese enterprises either in Japan or in requesting countries abroad, focusing on the specific needs of oil and gas producing countries. In addition, special, theme-specific programs of

are jointly conducted with member companies which also specialize in relevant topics. These human resource development programs are in areas such as: strategic management, refining processes, refinery

plant maintenance, instrumentation and control, safety and environment, petroleum marketing and distribution, and human resource management.
Programs offered at JCCP's headquarters include visits to Japanese oil companies, engineering firms, and other related corporations to provide participants with hands-on work experience in regards to learning about Japanese technologies and management.
Since its establishment, JCCP has accepted more than 25,000 participants to programs in Japan and has dispatched about 5,600 experts abroad to oil and gas producing countries. JCCP also carries out a bilateral researcher exchange program at the request of oil and gas producing countries. JCCP's

aim for facilitating interactive exchanges between researchers and enriching human resources for technology development employed at field operations in oil and natural gas downstream industries.

 

Basic Survey (Project Finding) / Feasibility Study (Confirmation of Project Feasibility)/ Joint Technical Cooperation Project (Implementation of Projects in cooperation with Oil and Gas Producing Countries)

At the request of oil and gas producing countries, JCCP and counterparts' organizations launch a joint technical cooperation project to solve issues such as improving oil refinery processes and efficiency, enhancing energy/environmental conservation efforts, developing new technology, and addressing other technical issues with the participation of such parties as Japanese petroleum companies and engineering firms.
Through the programs, the Japanese government and JCCP have been cooperating in the development of energy industry in oil and gas producing countries.

In the process, those countries' engineers enjoy technology transfer of advanced Japanese technologies and know-how. At the same time, the programs provide business opportunities for participating Japanese companies.
Some 30 projects are running every year. They are divided into three categories according to their phases.

Basic Survey:

For the purpose of studying current or underlying issues in refining processes, and crystallizing subjects to take up as the theme of a joint program, JCCP sends missions to the field in counterpart countries. JCCP decides whether to proceed on to the next phase according to the results of this first phase.

Feasibility Study:

JCCP, counterparts' organization and participating Japanese businesses jointly study and review the

program goals, scope of work, implementation systems, program schedules, and other items. By doing so, JCCP evaluates the feasibility of the projects as a joint-venture which contributes to the strengthening of the partner countries' petroleum and energy industries. JCCP also evaluates whether the project provides the country with technology transfer opportunities by the Japanese industries.

Joint Technical Cooperation Project:

After the feasibility of a project is confirmed and once JCCP decides to undertake it as a Joint Technical Program on the grounds that the project contributes to partner countries' petroleum and energy industries, JCCP and partner countries' organizations shall conclude a Joint Project Agreement. The project will thereby be officially begun and addressing issues in petroleum and energy industries in the partner country will commence.

International Symposium / Joint Symposiums with Oil and Gas Producing Countries / Alumni Meeting / Research

JCCP promotes both informational and personal exchange programs by hosting various types of international conferences and research surveys. In addition, International Symposium

are hosted annually, and call on the management officials of all oil and gas producing countries to collaborate with Japan in tackling problems related to the stability of oil and natural gas supplies. Furthermore, the

hold theme-specific seminars in Japan and oil and gas producing countries on an as-needed basis.

The JCCP Alumni Meeting selects host countries, while fellow alumni from previous technical and HRD programs gather to enhance cooperation efforts. In addition, members work to strengthen and push forward JCCP's current and future project activities.
JCCP leverages project activities by focusing on investigations in different regions and/or countries, in addition to performing analyses on conducted research and themes in current oil and natural gas downstream sectors.
